Has anyone been able to add a graticule to a layout that shows the township and range? I have done this in ArcMap but have not been able to do this in ArcGIS Pro.

Hi Will,
I believe you are referring to a custom grid. Unfortunately, they will not be supported with the next release - 2.3. We do have plans to support custom grids in the near future. Hopefully, sometime in 2019.
