Your version of ArcPAD it's very old for Win7. You need at least to upgrade ArcPAD to the v10 version, then connect your GPS through the windows active sync v6.1 x64 if your Win7 is 64bits or the x86 version if your Win7 is x86.
The last version of ArcPAD, the v10.2.2 is working very well with arcgis v10 and v10.2.2.
