Parent_Not_Registered Error

Hi. Does anyone know what Parent_Not_Registered means when trying to register a database with ArcGIS Server? This occurs when I try to register an Oracle database or SQL Server database.

I saw the same problem on registering the directory. We solved it by registering in ArcCatalog.
