Since the general question of making SOAP calls with Python has been asked, and answered, quite a bit across different forums, I will assume you are asking about how Esri SOAP is structured.  Since Esri views SOAP as a legacy web GIS API, they don't really keep the documentation up to date.  One of the best resources I have found is still the 10.2 SOAP SDK
