I would recommend contacting Steve Lackow at RPM Consulting, they produce various datasets for the banking industry. They have some newer data specific to unbanked or underserved populations. They also have depth around the use of GIS for CRA. Steve Lackow: Slackow@rpmconsulting.com

I'm not sure about tools specific to finding the Unbanked or Underserved but provided you have the data, you certainly can build an analysis to identify them using the Spatial Statistics tools in ArcMap.
