what is a working URL with URI for adding a report under admin/usagereports ?

I have a stand alone ArcGIS Server and am using python urllib to hit arcgis/admin functions. What is a working URI for adding a new report using ./arcgis/admin/usagereports/add? I can't seem to get it to insert via a urlopen().
