Arc 9.3 exporting PDF problem

Trying to export mxd as PDF and keep running into this issue (attachment). In short, the basemap and some of the symbology didn't export. Thanks.

You should use the setting to embed the fonts.

Are you using any transparency?

Exported PDF of ArcMap document does not include the features if layer is using feature level transparency. I have also seen it not export everything below the feature layer with transparency used.
