The partners.esri.com site is a good place to start for this ( Esri Partner Directory ).  If you look for something like 'Utility Network' or 'ArcFM' you'll get a pretty good listing of the companies that implement Electric Models on the geometric network and many of the companies also provide services to implement the new Utility Network.  Full Disclosure, I work for one of these companies 😃
