Can we Build an Open Data Community with ArcGIS for Portal

Hi all, I need to know if there is a way to work with ArcGIS Open Data in ArcGIS for Portal instead of working with ArcGIS Online . In addition I am wondering if ArcGIS Open Data is downloadable ?

ArcGIS Open Data is currently only available for ArcGIS Online and is not downloadable.
