PopUp Window Displays Once, Then is Empty Second Time

Built a Viewer for Flex application using PopUps to display attribute information for the features.  Have seven dynamic operational layers all with multiple sublayers.  For half of the sublayers the PopUp window works perfectly for the first feature that is clicked but then shows up empty (only displaying title and "zoom to") for the next features (i.e. first light pole clicked on works, second light pole clicked on empty).  For the other half of the data the PopUp window works every time.

This is occurring within dynamic layers so it is not just one bad dynamic layer.  For example, in the Telecom dynamic layer of the four sublayers, three work every time but one works once and then is empty.

Can't figure out the reason for the inconsistency...
