Theodore,

Suggestions for intersections is supported for locators created with your own data if the locator is built using the Create Locator tool in ArcGIS Pro.

Has the intersection functionality been added to suggest for geocoding services for locators built with your own data?

Suggest didn't work with intersections at the time of the original post but it is supported now for the Online Service (both links above work now).  As for locators built with your own data, this functionality is still not available.
