No Layers shown in Filter Drop Down Menu

I am trying to use the Filter option. The problem is that there are no Layers shown in the Drop-Down menu. How can I fix the problem? How can I select a layer?

I have to echo Jake question. Do you have any operational layers in your web map or is it just a basemap?
