Intersect Tool In Pro only works on top polygon - ArcMap Equivalent

It seems the Intersect Tool will not work on lines or polygons if they are under another polygon. This behavior is different then in ArcMap. Now we have to shuffle our layers constantly while editing? arcmap equivalent arcmap equivalency
