Difference between Hosted Imagery Layers and Mosaic Image Services?

At the Dev Summit 2019, the ArcGIS Enterprise Road Map Ahead session discussed the new "Hosted Imagery Layers" feature.

What are the differences between Hosted Imagery Layers and current Mosaic Image Services?  Why is this being created?

The main purpose is to host the results from ArcGIS Enterprise raster analytics.
