USGS National Map does not load

When using the USGS National Map from the living atlas, at medium scale ranges the map does not load and displays a blank white screen. However, at large and small scales the service loads just fine.
This issue occurs in Map Viewer, and in ArcGIS Pro. However, in ArcGIS Pro the behavior is slightly different. Instead of displaying white space, it displays the small scale zoomed in so its all blurry.

Both the USGS National Map layer and map in the Living Atlas show an empty (not blank) screen at the mid-level scales. You can also see that here: The National Map - Advanced Viewer

The content is in the Esri Living Atlas, however it from the USGS source. The Living Atlas team is checking into things on all ends...

While not ideal, a temporary workaround is to add the USGS National Map layer on top of another basemap, such as the World Topographic. This will "fill in" the missing mid-level scales, though I've also noticed that what's missing is not completely across all scales, but partial at some.

This is exactly what my temporary solution is until this issue is resolved.
Is this a known issue that is being worked on?
The USGS National Map is very important for the management of water rights here in Texas.

Members of the Living Atlas team reached out to the USGS and recieved a prompt reply. The USGS National Mapping Team is aware of the missing cache (which are seemingly due to server problems) and are working to solve the problems. With that in mind, I would anticipate a timely fix.
