How do I change the length of the first section of the leader line? The portion highlighted in the red rectangle.

This can be adjusted by applying the "cut" effect to the leader line symbol. In your case it would be the end cut.
Adding a cut just makes the line shorter without changing the distance from the text box to the inflection point where the leader line bends. My work involved a heavy amount of annotation. If there's no way to edit this, I'll have to go back to working in ArcMap where this isn't a problem.
