A bit more information would be handy. Dynamic layout elements like the Scale Bar or North Arrow that are linked to a particular Map Frame should change alongside alterations made to their map. Is this what you mean, or do you mean the dimensions of layout elements in relation to other layout elements -all within a single layout?
