Are you unable to run Operations Dashboard for ArcGIS? I was getting the error, "like an underlying connection was closed" and I realized I had not updated to using TLS 1.2 connections for ArcGIS Online services from the Desktop. Download it from here http://downloads.esri.com/Support/downloads/other_/TLS_NET4.zip but first check which .NET framework you are running.
