Splitting polygons on hosted feature layers with arcpro.

Trying to split polygons on a hosted feature layer.

Getting an error message because delete prevention is enabled on the hosted feature layer.
Is this normal behaviour?
Why does having delete prevention enabled prevent the polygon split?
