disclaimer “pop up”

Are there some examples of a disclaimer “pop up” that must be acknowledged before the user can move
forward used in ArcGIS on line. It seems the usage of
disclaimers is rather fickle.

If you would use the Web App Builder you would be able to use the Splash widget:
