resample stuck on "saving dataset"

I have a very high-quality raster dataset I'm trying to resample so I can convert it to a vector (I'd also be happy to find an easier way to do this). When I try to use the resample tool, it gets stuck at 0% "Saving dataset."

I met the same problem, just keep waiting... it may takes long time. For some unknown reason it will jumped to 100% from 0% once it finished. But I also chose to cancel the task sometimes in the past. Because it has run for over 30min, while the target raster resolution is just about 1000*1000.
