Loading Locators...

There is a UI blocking "Loading locators..." window that frequently popups up when using ArcGIS Pro in version 2.9.8 and 3.2.1 at least. I have several questions:

• Is this actually loading locators?
• Is this an incorrect message and ArcGIS Pro is actually doing something else?
• Why does it need to block the main UI thread? 
• What is the need for ArcGIS Pro to load locators when the locate tool isn't open?

I'm having the same problem. First time I've encountered this. There's a particular project file that gets stuck on Loading Locators every time I try to open it today. I just updated to Pro 3.2.2; I wonder if that has anything to do with it. My coworker on 3.2.1 can open it no problem, and I can open it with 2.9.1 on a different PC. And I can open other projects with 3.2.2 - just this one project mysteriously causing problems.
