I just upgraded to 2023.3.1 and it seems to have broken my deployment even more. Two of my ArcGIS Servers are not showing up and throwing errors when I try to run the observer.
For those reading this in the future:
A bug was discovered in ArcGIS Monitor 2023.3.1 that causes the ArcGIS Server discover observer to fail if the target ArcGIS Server site contains one or more usage reports whose name is all number. For example, users would run into this issue if a usage report named 123456 exists. The workaround is to delete the usage report via the ArcGIS Server admin endpoint.
If you are running into this defect but are unfamiliar with ArcGIS Server usage reports and how to manage them, please submit a case with Esri Support and reference this Esri Community thread in the case description.

Hi @GeoJosh, sorry for responding so late and thanks for the suggestion. This did work for us!
Hi @B_Franey,The ArcGIS Monitor 2024.0.1 patch is scheduled for release on Thursday Oct 3rd. And yes, it does include the fix for registering an Enterprise portal with Monitor.
Hope this helps,
Hi Derek,
Do you have an estimated date for ArcGIS Monitor 2024.0.1? Does it address the issue with Registering Portal for ArcGIS?
Thanks,Bryan
Hi @B_Franey,Can you please upgrade the client's deployment to ArcGIS Monitor 2024.0? The issue is addressed in this update. In fact, we will be releasing ArcGIS Monitor 2024.0.1 in early Oct. I suggest you please wait for this release.Hope this helps,
I am working with a client configuring ArcGIS Monitor 2023.3. We applied the fix listed above. However, ArcGIS Server keeps getting disconnected. We had to delete the numeric usage reports again. Is there any workaround other than automating the deletion of the numeric usage reports.
ArcGIS Monitor 2023.3
ArcGIS Enterprise 10.9.1
Hi @WhitneyLoy,Due to circumstances beyond the control of the ArcGIS Monitor Dev team, the release date of ArcGIS Monitor 2024.0 was delayed. The new release date is Aug 28. We apologize for any inconvenience. Thanks for your patience.
Will this update actually be released in 2024?
Hi @GeoJosh do we have a revised timeline for this release? We're constantly running into this bug and then finding we don't have data for analysis when experiencing system issues.
Hi @DavidMcCorkindale1, development is planning to release 2024.0 in June.
Hi @GeoJosh do we have an ETA for this release? Every time someone exports data from a report it seems to create a new usage report with the timestamp as the name and breaks monitor.
For everyone's awareness, this issue has been logged as BUG-000165344 and is addressed in the upcoming 2024.0 release.
We are having this same issue. In our case the usage reports appear to be linked to insight so deleting them also breaks the insight reports that are running.
Hi @GeoJosh We are using ArcGIS Enterprise 11.1
Hi@AyushAggarwal,
Sorry to hear you're still running into this issue. Can you let me know what version of ArcGIS Server you are running? There is no plans to release a patch for this specific issue at this time.
Hi @GeoJosh,Thanks for addressing this. We were able to resolve this issue by deleting the all number named usage report, but only temporarily. These usage reports seems to be regenerating randomly and so simultaneously the observers start to fail. Is there any permanent fix for this? and are we expecting any patch or this? Thanks,Ayush
That fixed our issue, too! I found that just opening the Statistics page in ArcGIS Server Manager cleared out the usage report with all numbers. We fixed it this way on a few servers. Thanks!
Thank you! Just upgraded today and this was driving me bananas!
Thank you @GeoJosh , this saved my bacon! It was exactly the problem I was running into, and thankfully a quick & easy solution (or at least workaround for now 😉).
Chris
Yah same. For some reason my utility server (not main hosting server) connects just fine. When I try to connect my main hosting server I get the following error:
An error occurred running the observerUndefined is not a function
Hi @WhitneyLoy,
I'm sorry to hear you are facing these issues in Monitor 2023.3.1. I'm going to follow up with you privately to get more information specific to your ArcGIS Enterprise deployment. If we are able to reach a solution, I will reply to this thread with more information.
Thanks,
