I had the same problem.  I saw this when searching online and found it to be true for me.  Projecting my raster to a different coordinate system enabled the profile graph.

Love this feature. For some reason, the "Surface Profile in Create Chart" does not work for me. I'm using Pro 3.2.2. I tried with ESRI grid, tif, no profile showing in the property window (see attached image). All other functions in the Create Chart worked fine, including "Scatter Plot" and "Spectral Profile". Please look into this or provide any tricks. This hinders our team to migrate from ArcMap to ArcGIS Pro since we use surface profile on a daily basis.  I can create profile using "Elevation Profile" by adding "Elevation Source Layer". Please look into this. Thanks!
