参照レイヤーにエラーが表示されます

Power BIを使用してESRIマップを公開するのに問題があります。
マップの検証に行くと、参照レイヤーにエラーが表示されます。

Are the reference layers shared publicly in ArcGIS Online?  I would advise just checking your map has met the requirements found here: Publish a map-enabled report to the web—ArcGIS for Microsoft 365 | Documentation
