ArcGIS Pro- Locks Issue- Showing 0 of # for current locks and no found documentation

Question

Hello Pro Team, 
Can someone describe what "0 of 18" locks mean for a feature layer in an enterprise geodatabase?

I was unable to find any reference to this section of the dialogue in the documentation: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/overview/manage-geodatabase-locks.htm

If I'm missing it please let me know, if the documentation doesn't exist please add it. This is confusing, thanks!

Yes, but should't you see a a list of locks that you can disable?

could mean the feature is being used by 18 other processes. Only thing I think of when I see locks
