How to 'Save as...' hosted feature layers?

I have several hosted feature layers in ArcGIS Online that I would like other team members to be able to access & export using ArcGIS Earth. For all layers, 'Export Data' was enabled in the layer settings.

After I add the layers to ArcGIS Earth, I right-click > Save as... - but the option is grayed out and says "Currently unavailable, because this layer does not support the export capability." 

How can I fix this?

Thanks for your feedback!

Could you help check if the attribute table could be exported successfully? Click on the layer > Attribute table > select some records >  Export select.

Tips: If you update the layer settings after adding data in ArcGIS Earth, you will need to reload the layer
