Aggregate components into a collection. When you define the collection, select the option to enable a feature service. After the collection is created, you will also get a REST endpoint - this is the feature service you enabled. Next, you can register this as a new item in an enterprise portal, this creates a new feature layer based on the feature service. Then you can add that feature layer to ArcGIS Dashboards.
