How can I push an ArcGIS Pro setting to Enable and disable editing from the Edit tab?

We we want to turn this setting on for all of our users.

Is this done with Active Directory?
What is the registry setting?

That option will become part of the settings that are available for administrator control in the next release of ArcGIS Pro (3.2).
