Minimum license level to import TPK into a Xamarin from application

I am wondering what is the minimum level of license I need to consume TPKs/VTPKs in a Xamarin forms application using ArcGISRuntime SDK for .Net?

TPKs/VTPKs are supported at the Lite (free) license level, for more info see License | ArcGIS Maps SDK for .NET | ArcGIS Developers
