Remove references to Oracle Locator in Esri documentation

Some of the Esri docs reference Oracle Locator:

It’s my understanding that the concept of Oracle Locator no longer exists, now that Oracle Spatial is free. If that’s the case, could the Esri docs be updated by removing references to Oracle Locator? That would help avoid confusion for future readers.
