ArcGIS Pro Report Duplicates Sections for no reason

I am using ArcGIS Pro to generate a report of an ArcGIS Online feature layer and related tables. For some reason the report tool does not behave correctly and generates an export PDF with the Page Header duplicated every other page. Is there a way to debug the reports feature in ArcGIS Pro??
