2d feature to 3d using surface

Hello,

I tried the following: Deriving the existing features' heights from a surface—Help | Documentation in order to transfer data to 3D since it was coming up as 2D in the 3D local scene. When I did this it remained in 2D. Is there a reason this transfer wouldn't work?
