How do I add a reference or operational layer?

Question

In Power BI Desktop, recent release, signed into ArcGIS Enterprise 10.9.1 as Creator account in role with "make and do stuff" permissions, how do I add a layer to the ArcGIS for Power BI widgety thingy?  The tool in the YouTube video here (https://www.youtube.com/watch?v=-izRcDYGR1g) does not appear in my instance of Power BI Desktop.

So, one possible answer is "109 is more in September than 107 is in July".  I'm good with that.  I retract my question and don't care to know anything more about why.  🌎
