Is there a way in Map Viewer (not Classic) to add an image to the top of a popup box rather than the bottom? I've seen many great functions for popup boxes in Map Viewer Classic but none of these work in Map Viewer.

Are you talking about attachments?
If so, that is easy. In the popup config, grab the little box grid on the left of Attachments and drag/move it above the Fields list.
