A few things you could test
1. Restart ArcMap. Check.
2. Reset your ArcGIS application profile. Check again.
3. Turn-off the anti-virus in your machine and check.

Note, don't get thrown by the Business Analyst link, it had nothing to do with it. The error makes reference to a windows issue, so you may have to do a 'repair' on your installation if this is the first time you have tried to do a report or something has been recently updates.
It is not the first time I've been in the report writer. System will still let me run previous reports but I can neither create new, nor modify an existing report in ArcMap.
Have attempted all of these (in this order) :

Nothing has changed. Still get the same error message. I also did a repair of the ArcMap 10.4 install (through the Windows system). Any other ideas?
You have done the obvious and less than obvious, so unless you can pinpoint any changes in your operating system etc, then either try to upgrade to 10.5 incase a new version solves a problem that a repair doesn't or file a support issue.
