Add i3s 1.8 service failed on portal

My partner test Taiwan i3s 1.8 service like https://i3s.nlsc.gov.tw/building/i3s/SceneServer/layers/5

but ArcGIS Enterprise(Portal) v10.8.1 got issue as following picture:

It works well on:

ArcGIS Online latest
ArcGIS API for Javascript v4.23
ArcGIS Earth v1.15

Should anyone fix this issue? How to do it?
