The first, is about why it's always asking for sign in editor mode or viewer. Is it because I'm using nearby?

 

The Second and of the most important when you share results in ArcGIS Dashboard. Why is it that in 29 sites, 16 do not have values ​​and 13 have values?

Just to explain, the infographics in the dashboard app are embedded contents. You are getting the prompt to sign in because the layers you used in the nearby panels (infographics) are not shared publicly. 

For the second issue, can you please provide more details.
