Add control handles (Bezier curve adjustment 'arms') to vertices?

I've reviewed the documentation below but cannot figure out a way to simply add control handles to an existing vertex - those blue things you use to adjust the way the line curves:

I'm working with annotation and trying to correct the curvature of some road labels, so my options in terms of editing tools are limited. I could replace the entire geometry and use some of the curve tools there, but I'm really just looking to add the handles to existing points rather than redraw the whole thing. Something similar to this tool in Illustrator would be great, does it exist in Pro?

If I select the annotation, then Edit Vertices, I see the line(s) displayed.

Then, if I right click on a section of the line and change to (or insure is set to) Circular Arc, then I can just grab the section of the line and modify the curve.

Can also add vertices anywhere along that line if you need to modify the curve even more.  So, it behaves the same, even though the "handles" aren't there.
