Delphi is not officially supported by ArcObjects. It's highly recommended to use .NET or Java, please refer to ArcObjects SDK 10.4.x system requirements—System Requirements | ArcGIS Desktop

Using Delphi might actually work, but you would need to do it on your own and Esri would not able to provide support on it.
