Can't add I3S service successfully.

I got an i3s service https://i3s.nlsc.gov.tw/building/i3s/SceneServer/layers/2

It works fine in ArcGIS Earth 1.13 and ArcGIS API for JavaScript 4.21.

But I can't add I3S service successfully in ArcGIS Enterprise 10.8, can someone offer his opinion?
