Feature Layer (hosted) features in Wrong Locations

Hello.  I have a feature layer that was created from exporting data using the "Export to Feature Collection" option.  That created a non hosted feature layer.  The features in this layer are drawing in the correct location.  However, when I publish a hosted feature layer from this on hosted layer the resulting data is drawing on the opposite side of the world.  It seams to be a projection issue but not sure how to remedy it.  Any help is greatly appreciated.
