A registered folder is not a webserver.
The steps for "Host a custom widget on a web server" will guide your through the setup to enable Portal to access the server. You will need to set up a machine that is configured within your ArcGIS Enterprise.

There's no link in your post.
The manifest.json needs to be on a webserver that is a part of your enterprise (i.e. accessible to your portal server via HTTPS).
