Stand Alone API for Python

I am looking to install API for Python 1.9 on a disconnected environment but still support all functions. Specifically the append functions. Is there any way to get pre release or the API as stand alone?

You can also install arcpy from the same site if you need it.  The only requirement to using arcpy is that the local machine must have a valid license to use ArcGIS Pro installed.  So you can create separate conda environments and just install the arcgis and/or the arcpy modules
