Portal 401 error for layer, agodownload.png

Trying to configure the information lookup template and I get this 401 error with any layer in the map: Portal 10.7.1. Map and layers are shared with organization.

Error. Server returned HTTP response code: 401 for URL: https://xyz/portal/sharing/rest/content/items/da344a81bdcd4205942df53cb00e21c6/info/thumbnail/ago_downloaded.png.
