Dashboards not publicly seen

Hello,

I have created Dashboards. All layer, maps, dashboard setting have been enabled to public view. But all data of Dashboard is unable to see when I hosted and view layer modified sharing level for public. It will be visible when sharing level is owner. How can I share my dashboards to outside of organization?

I have attached screenshot. Thank you
