Why does the label for centroids not rotating consistantly?

I am trying to label the centroids of the buildings, and for some reason, they are not rotating consistently, some of the labels refuse to be rotated!!! I am using the placement as follow:

Yes, since I need to label all the buildings in this case, so the Never remove option is checked! I am so frustrated!

I "think" what's going on is there is some labeling conflict occuring.  In the Label Class pane, click Position.  Under Unplaced labels is "Never remove (place overlapping) checked by chance?  If this is checked with my data, I see the same thing.  Please advise.
