I do it like this...

"COMMENTED_OUT_title": "TBDAPP (vLast)",
  "title": "TBDAPP (vNext)",
  "subtitle": "with ArcGIS Web AppBuilder",

...

or sometimes I use ORIG_ as the prefix

You don't. There is NO acceptable way to quote out a line in a json file. What you have to do is create a new json file with what you want commented out Removed.
