ArcGIS Pro 2.7 Export doesn't include some graphics

I just upgraded to Pro 2.7 and am now having trouble with exporting a layout to PDF. The PDF doesn't include a rectangle map surround or a rectangle around my legend. Tried several different options on the export with no success. Same export in 2.6 works fine.
