ArcGIS Pro: How to measure while working in layout mode?

For example, in ArcMap, one can still measure the distance inside the layout at particular scale as shown in the screenshot below.

You need to Activate the layout

Then while on the activated layout, pick the tool you want

This is so stupid, why do they have to make it so difficult and make you "Activate" the layout. Sooo frustrating!
